Government, NGO, and public-sector accountability

Verification that does not require shared infrastructure, plus evidence bundles suitable for audit workflows.

- Can an agency verify outcomes without trusting the service provider's UI?
- Can evidence survive a vendor change without breaking audit continuity?
- Does the standard minimize personal data while preserving audit utility?
Academic reproducibility and evaluation
Problem
Claims about access control, compliance, or behavior are hard to reproduce across systems.

Stable evidence artifacts for experiments and audits, with deterministic verification outputs.
How to evaluate
- Can another lab reproduce verification results on the same artifacts?
- Are conformance fixtures sufficient to build a clean-room verifier?
- Is the wire format stable enough for longitudinal studies?
Consent, attribution, and rights on the open web

Terms may exist, but there is no interoperable way to verify whether they were followed.

A machine-readable policy surface and receipts that bind to declared intent and applied terms.

- Can a third party verify that an agent accessed under a declared purpose?
- Can receipts reference attribution requirements without copying content?
- Can enforcement remain issuer-controlled while evidence remains portable?
AI economics without platform capture

Monetization and licensing often force stakeholders into centralized platforms.
What PEAC enables
Rail-neutral evidence of settlement and terms, usable even as rails evolve.
How to evaluate
- Does evidence remain valid if the payment rail changes?
- Can settlement references be verified without binding PEAC to a single provider?
- Are adapters cleanly separated from the core standard?
What PEAC deliberately does not do
To keep scope honest and avoid over-promising:
